Q. Does the library have on microfilm the Newark Star Eagle from 1916-1939 or the Newark Star Ledger for issues after 1939? Is it digitized?

Thank you for your inquiry.  Our online catalog shows that we carry the Star-Ledger on microfilm from 1973-2001, and in varying formats to the present day depending upon the date issue you need.  Lexis-Nexis Academic is another potential option to review for post-1980 articles via their newspaper database.  Otherwise, we do not have the Star Eagle, but you might want to check with the Charles Cummings New Jersey Room at the Newark Public Library (URL - http://www.npl.org/Pages/Collections/njic.html) to inquire about this and all other Newark-centered publications.  I am glad to follow-up if you have any additional questions.  In the meantime, best wishes on this, and all research projects.
